Only if your user locale is English (United States).

I've learnt to have two language settings - English (US) and English (UK) - one so I can get all the cool stuff first, and secondly to keep a bit of pride in the homeland ;o)
(and I don't like the fact that when I'm set to the US, I can't get the speechmarks without getting the @ symbol...)

You can have English US locale (or any other locale) and English UK keyboard layout.

Builds up to 5381 don't give you much wiggle-room at setup time anyway - they keep setting things back to US English, so you have to make sure to change it again after you login so that subsequent program installations aren't affected.
